Agent Context

PIVOT (operator directive): the improved Build-and-Deploy QA Release workflow must be a GENERAL, model-agnostic SOP (operator uses Codex + other models), not a Claude-only skill. So the substance now lives in devops-cycle-design.md 1.4 (read by all models via AGENTS.md): gateless auto-ship, parallel review round-1 fan-out, block-and-move with a 'Block Resolved' handoff marker, prepare->QA, review round-2 for stragglers, assemble again, then bin/release ship --by conductor --yes (verified avi_ship_gate test gate still runs + aborts before the confirm at bin/release:1317). docs/agents/skills/qa-release/SKILL.md is reduced to a THIN Claude-side launcher that defers to 1.4 (single source of truth). Doc-only, dor-check shape-exempt.
